There are 8,800 jurisdictions in the U.S. responsible for administering elections. Each of those jurisdictions, representing over 100,000 voting locations, must have an Americans with Disabilities Act (ADA) accessible voting machine as part of Help America Vote Act (HAVA). Anecdotally, most administrators report less than 1% of voters are showing up to use the ADA machine. Where are the voters?
